There are rumors that Quicksilver is going to be taken off X-Factor and brought to Avengers. I don't know if this rumor is true, though it sounds plausible since you yourself said that Peter David was told that he could use Quicksilver with the understanding that the Avengers office would want him back. Why couldn't Quicksilver be in both? There are plenty of characters in more than one team as well as their own solos so clearly sharing isn't a problem.
